The good times are set to roll in 2023, and as Mardi Gras Inc. prepares to host nearly a dozen events that are both safe and fun, we want to make sure our neighbors in Soulard and LaSalle Park know what to expect.

We are proud to bring the magic of Mardi Gras to life each year, and want to ensure the largest party in St. Louis offers everyone the ability to celebrate in a safe environment while limiting the direct impact on Soulard Residents. Concerns and questions are always welcome in the lead-up to the Bud Light Grand Mardi Gras Parade on February 18, 2023.

YELLOW ZONE ACCESS AND PARKING PASS
PROGRAM OVERVIEW

 

Program Date: Saturday, February 18, 2023

Program Time: 3:00 am — 9:00 pm

 

WHAT IS THE YELLOW ZONE?

Areas identified as the Yellow Zone in Soulard and parts of LaSalle Park will have restricted vehicular access and parking by permit only before, during and after the Bud Light Grand Parade. 

 

WHO CAN PARK IN THE YELLOW ZONE? 

Every known Soulard and LaSalle Park residence – both homes and apartments – will receive two (2) physical Yellow Zone Access and Parking passes (YZAP) in the mail the week of January 30.


Only vehicles properly displaying a Yellow Zone Access and Parking pass in their vehicle may be driven into the Yellow Zone and can be parked in any legal parking spot on the streets in the Yellow Zone. All other vehicles that do not display a Yellow Zone Access and Parking pass are subject to ticketing and towing.
 

TO SUM IT UP - put your Yellow Zone Access and Parking pass in front window of your car and you will not be ticketed or towed on Saturday, February 18 (as long as you’re in a legal parking spot! Can’t help you if you park illegally!)

 

WHERE CAN YOU PARK IN THE YELLOW ZONE? AM I GUARANTEED A SPOT?

Look for the YELLOW signs! If you see a yellow sign posted- you can park there! Any vehicle properly displaying a YZAP pass may be driven into the Yellow Zone and may park in any legal parking spot on the street in the Yellow Zone – if such a spot is available. A YZAP pass does not guarantee that there will be a legal spot in which to park in the Yellow Zone on Saturday, February 18. They also do not guarantee that you will have a spot in front of your residence.

 

WHAT IF MY HOUSEHOLD HAS MORE THAN TWO VEHICLES? 

If a household has more than two vehicles registered at their Soulard residence, they can get additional YZAP passes by providing:

  • Acceptable proof of ownership or lease
  • Proof of registration address such as a lease, utility bill or government issued ID

 

Acceptable proof consists of one of the following items for EACH vehicle:

  • Title of vehicle at a registered Soulard address.
  • Paid personal property tax receipt for vehicles registered to a Soulard address
  • Insurance receipt or insurance card listing the vehicle at a registered Soulard address

 

To receive additional YZAP passes, bring proof of vehicle ownership/lease and proof of residence to the Mardi Gras Inc. offices located at 2200 Dolman St, St Louis, MO 63104. Additional YZAP passes may not be obtained electronically, by phone telephone or through the mail. If you need additional passes, you are encouraged to do so early and not wait until the last minute. 
 

Additional passes are available for pickup during the following business hours:

  • Monday, February 13 — 9:00 am - 8:00 pm
  • Tuesday, February 14 — 9:00 am - 8:00 pm
  • Wednesday, February 15 — 9:00 am - 8:00 pm

Mardi Gras Inc. staff will not be able to provide any YZAP passes before February 13.. 

 

WHAT IF I DID NOT GET MY YZAP PASS IN THE MAIL BY FEBRUARY 13?

If you do not receive your two Yellow Zone Access and Parking passes by Monday, February 13, you can contact the Mardi Gras Inc. office or drop by during the business hours listed above.

 

CAN I DRIVE IN AND OUT OF THE YELLOW ZONE DURING THE PARADE?

Access into and out of the Yellow Zone will be available all day long on Saturday, February 18. In Soulard the Yellow Zone access points are: Pestalozzi and 55; Sidney and 55; 13th and Russell. In LaSalle Park the Yellow Zone access points are: Lafayette and Tucker, Park and Tucker. Leave ample travel time; there will be traffic!

 

 THE RED ZONE
INFORMATION AND REGULATIONS

 

Program Date: Saturday, February 18 — Sunday, February 19, 2023

Program Time: 3:00 a.m. (2/18/2023) — 2:00 a.m. (2/19/2023)

 

Within the Red Zone, there is no vehicular access or parking for the safety of all Soulard residents and Mardi Gras guests. All streets in the Red Zone must be completely clear of cars, trucks and other vehicles. No parking will be permitted and no cars will be allowed into this area during the hours listed above. Vehicles parked on the street inside the Red Zone will be ticketed and towed.

 

HOW WILL I KNOW IF I’M IN THE RED ZONE?

The Red Zone is demarcated by WHITE “No Parking Police Order” signs. If you see a white sign posted nearby, you are in the Red Zone. Do not park in the Red Zone or you will be ticketed and towed at your own expense.

 

DOES A YELLOW ZONE ACCESS AND PARKING PASS GIVE ME RED ZONE ACCESS?

No. Yellow Zone Access and Parking (YZAP) passes are only valid in the Yellow Zone. You may not use your YZAP pass to access or park in the Red Zone as the Red Zone is completely restricted – no vehicle may be driven or parked anywhere on the street.

ADDITIONAL 2023 MARDI GRAS EVENTS
& NEIGHBORHOOD IMPACT


 

RUN FOR YOUR BEADS 5K

Event Date: Saturday, February 11, 2023

Event Time: 9:00 a.m. — approximately 11:00 a.m.

There is only one race that is as fun-filled, colorful and slightly wacky as Mardi Gras: The Run for Your Beads 5K. That means you'll enjoy all the fun and historic scenery of Soulard with mid-race pit stops stocked with beer and hurricanes for legally aged runners and more. The Run will loop through the neighborhood starting. near 8th and Lafayette at the Soulard Market Park Plaza. 

Please note that this route will NOT be closed for the entire time of the run.  In order to minimize the traffic impact on the neighborhood, we will be opening each intersection to traffic as the runners clear each stretch of the route.  Of course, safety is our primary concern, therefore, we will have precautions in place to prevent a potentially hazardous mix of vehicles and runners along the route as it is being closed and opened.

PURINA PET PARADE

Event Date: Sunday, February 12, 2023

Event Time: 10:00 a.m. (Participant registration) 1:00 p.m. (Parade begins)

At the world record holder for the largest costumed pet parade, we combine all the fun of Mardi Gras with all the AWWWWs that the most adorable parade participants deserve. Registration and parade staging for this event takes place near the intersection of 12th & Allen. The Parade steps off at 1:00 p.m. from the corner of 12th & Russell. The route then continues East on Russell, North on 9th St., East on Lafayette Ave., South on 8th St. to disband..

Street Closures for the Purina Pet Parade will begin at 8 a.m.  Please note, parking in the neighborhood will be limited Sunday, February 20. You can NOT park on the street along the Parade route. Cars parked on the street along the route will be ticketed and towed.  Please pay attention to the no parking signs.

Additional or replacement Yellow Zone Access and Parking passes available to be picked up from Mardi Gras Inc. between 9:00 a.m. and 8:00 p.m.

 

FEBRUARY 18, 2023:

Grand Parade day, please pay close attention to the signs and where you park., as well as place the hang tag on your rearview mirror.

 

MARCH 2, 2023:

Post Mardi Gras Neighborhood Forum at 6:00 p.m. in the Mardi Gras Inc. headquarters.
